Emergency Humanitarian Creeslough Support Scheme

The Government has announced details of a scheme to provide Emergency Humanitarian Support to Small Businesses and Community, Voluntary & Sporting Bodies affected by the Explosion in Creeslough, County Donegal on 7th October 2022.

At the request of the Government, the Irish Red Cross Society has agreed to administer two temporary emergency humanitarian support schemes, as follows: 

Temporary emergency humanitarian support for Small Businesses affected by the explosion in Creeslough

This scheme is an Emergency Humanitarian Support Scheme to provide support to Small Businesses affected by the Explosion in Creeslough, County Donegal on 7th October 2022.

The closing date for receipt of applications is 13 January 2023.

This scheme provides an ex-gratia emergency humanitarian support contribution towards business losses as a result of the explosion in Creeslough on 7th October and the subsequent road closure.

The scheme is targeted at small businesses (up to 20 employees) and will have two stages:

1. The first stage will commence immediately and will provide a single once-off contribution towards the damage or other losses of up to a maximum of €5,000.

2. In the event that businesses have incurred significant losses above €5,000, the second stage will provide a means to seek further support. However, this will be a more lengthy process requiring a more detailed assessment. The total level of support available for both stages combined will generally not exceed €20,000. However, claims in excess of the overall cap will be considered exceptionally on a case-by-case basis, subject to the availability of the overall budget for the scheme.

CRITERIA FOR QUALIFICATION FOR PAYMENT UNDER THE SMALL BUSINESS SCHEME

(i) For the purpose of this scheme, a small business will be defined as one with up to 20 employees.

(ii) At the time of the explosion, the business must have been trading and in rateable premises. (where the premises is not subject to commercial rates, the applicant should supply a tax clearance certificate as supporting documentation, or where this is not available, a recent official document from Revenue showing the tax registration number of the business).

(iii) A business operating from a place of residence that suffered business loss may be eligible to claim from the scheme provided this loss is not refunded by any other Government Scheme

(iv) This scheme is not available to the farming community.

(v) Landlords must supply a tax clearance certificate, a rental agreement, and in the case of a private tenancy confirmation of registration with the RTB at the date, the explosion occurred.

Temporary emergency humanitarian support for Community, Voluntary & Sporting Bodies affected by the explosion in Creeslough

This scheme is an Emergency Humanitarian Support Scheme to provide support to Community, Voluntary, and Sporting Bodies affected by the Explosion in Creeslough, County Donegal on 7th October 2022.

The closing date for receipt of applications is 13 January 2023.

This scheme provides an ex-gratia emergency humanitarian support contribution towards the costs of ongoing provision of services in the Creeslough catchment area. The eligibility criteria for this scheme are detailed below.

The scheme is intended to provide an immediate contribution of up to €5,000, capped at 50% of annual turnover.

CRITERIA FOR QUALIFICATION FOR PAYMENT UNDER THE COMMUNITY, VOLUNTARY AND SPORTING BODIES SCHEME

(i) The community, voluntary or sporting body must have been operating/trading at the time of the explosion.
